Job description

We look forward to reading your application for the role of Training and Development Officer – ICT Learning Programmes.

ICT Learning Programmes is a growing team that is supporting the fast-paced development of learning programmes and standards associated with the following national policing systems: the Police National Computer (PNC), Police National Database (PND), ViSOR (Dangerous Persons Database), LEDS (Law Enforcement Data Service) Code of Practice, and Airwave Tactical Advisor Learning Programmes.

We provide learning programmes for trainers and for specialist and covert roles in a variety of different formats. We are committed to supporting and developing all users of national systems to improve use which enables the service to better protect the public and prevent and detect crime via the delivery of meaningful development opportunities. We have developed a series of remotely delivered learning programmes that are in increasing demand, and we have trained over 2,000 learners via MS Teams within the last 2 years. We are looking to enhance and increase this remote learning offer and provide additional CPD opportunities for all those involved in the use and maintenance of these national systems.

The selected candidate will support the design, delivery and evaluation of our learning products with the main focus being on the design and delivery of e-learning, online and remote learning options to support policing in improving confidence and quality of use in national ICT systems.

Person specification

Some of your responsibilities will include:

  • Delivering and designing training programmes to agreed content and assessment specifications, developing and adapting, where appropriate, teaching techniques, lesson plans, scenarios and training materials to meet individual students’ abilities, levels of understanding and learning styles, to ensure that all students receive a consistent, high quality training intervention which addresses their learning and development needs.
  • Work with internal and external stakeholders to share knowledge to help identify innovative solutions and draft and develop evidence-based policing standards, guidance and associated curriculum specifications and learning interventions to support the promotion and embedding of consistent approaches to professional practice across policing.
  • Day to day management of students whilst courses are in progress

To be successful in this role you’ll need:

  • Demonstrable experience in the design and development of e-learning packages using Articulate software.
  • Demonstrable experience in the design and delivery of remote learning via MS Teams using MS 365 applications to enhance learning delivery.
  • Be a qualified trainer to meet the Police Sector Standard for the Training of Trainers: Training Essentials Programme (Modules 1+2+3+4), Level 4 Certificate in Education and Training, Certificate in Teaching in the Lifelong Learning Sector (CTLLS Level 4) or NVQ Level 4 Diploma in Learning and Development or equivalent. Or be committed to work towards this within 6 months.
  • Be a competent assessor to meet the Police Sector Standard for Assessment i.e. Assessing Competence in the Workplace or equivalent.
  • Demonstrable experience of working collaboratively with internal and external stakeholders, establishing and maintaining positive working relationships and removing unnecessary barriers to services delivery.

Interviews will be held via MS Teams.

This role is home-based and will require regular travel to all College of Policing sites and to policing-related and other organisations in the UK.

This is a permanent role within the team or consideration would be given to offering as a secondment opportunity to:

  • colleagues employed directly by the College or the Civil Service. Please note you will be required to obtain the written support of your line manager prior to submitting your application.
  • serving police staff at the equivalent rank of Sergeant who have their chief officer's approval. Chief Officer’s approval must be of NPCC rank, i.e., CC, ACC or DCC. Approval for a secondment must accompany an application. Central service conditions may apply.
