Job Profile

The Humanitarian Funding Officer (HFO) Global has a remit to contribute to the delivery of effective and high quality humanitarian assistance to new and ongoing humanitarian crises. The role has a global remit although the primary focus is expected to be in response to large scale emergencies, specifically the Syria-Turkey earthquake. As part of CAFOD’s Integrated Funding and Business Innovation group (IFBI) - Humanitarian Funding Team - the HFO provides technical advice and programme support to humanitarian and programme staff and partners in developing high quality proposals and programmes, whilst ensuring CAFOD and its partners obtain significant institutional donor funding for its humanitarian work. The HFO will develop, maintain and strengthen our relationship with key donors.

A key component of this role is to be a part of CAFOD’s Humanitarian Funding Team providing support (often remotely) to country teams carrying out our humanitarian responses as well carrying out contract management and liaising with institutional donors, specifically the DEC. This role will work closely with the Humanitarian Funding Team Leader, two other Humanitarian Funding Officers, the Syria Crisis and Ukraine programme teams as well as programme managers & officers across Africa, Asia and Latin America to provide recommendations for humanitarian funding decisions. The role will also work closely with the wider Institutional Funding Community of Practice.

Accountability: The Humanitarian Funding Officer (HFO) Global is line-managed by the Humanitarian Funding Team Leader, based in London. The HFO Global will be a member of the wider Integrated Funding and Business Innovation group and work closely with other team members, often providing surge support where necessary.

Key Responsibilities

Humanitarian Institutional Funding

  • To support the implementation of and deliver against CAFOD’s Integrated Funding and Business Innovation strategy, specifically on targets for humanitarian institutional funding.
  • To identify and manage programme funding applications to institutional donors, especially the DEC, but also the FCDO, ECHO and the START network.
  • To provide contract management for programmes and projects, primarily large-scale emergency responses (Syria Earthquake, Ukraine Crisis, Afghanistan Crisis) as well as other emergencies when necessary. This will include management of humanitarian contracts on CAFOD’s internal Institutional Contracts Database (ICD).
  • To ensure that staff and partner organisations included in funding applications are aware of donor requirements and compliance and advise on appropriate systems that may be required to ensure these are met. This also includes adherence to international standards such as the CHS.
  • To provide technical support and guidance to programme staff and where necessary build the capacity of local partners on programme development, proposal writing and monitoring and evaluation.
  • To work with CAFOD partners and programme teams to ensure narrative and financial reports submitted centrally are prepared in a timely manner and are compliant with donor requirements.
  • To work with Programme Managers and/or Programme Officers across the international programme to ensure effective monitoring and evaluation of institutionally funded humanitarian programmes, complete and review donor reports, check they are of a high quality and produced in a timely manner.
  • To work with Programme Managers and/or Programme Officers across the international programme in institutional funding budget development, management, monitoring and reporting, as well as ensuring contracts are audit ready.
  • To take responsibility for establishing, maintaining and strengthening relationships with donors, including the DEC and create opportunities to share CAFOD’s programme expertise with donors, as well as Caritas partners.
  • To take responsibility as a donor lead and / or a thematic lead within the Humanitarian Funding team, including driving forward donor engagement strategies.

Programme quality, systems and standards

  • Support the implementation and maintenance of systems and processes to ensure and promote compliance with sectoral standards on accountability and programme quality, including the Red Cross Code of Conduct, SPHERE standards and compliance with CHS on accountability.
  • Engage with the External Communications team to ensure CAFOD’s communications for relevant institutionally funded humanitarian programmes is accurate, relevant, coherent, effective and efficient, and in line with any confidentiality agreements and with donor requirements.
  • To collaborate with other staff in promoting systems and standards of Programme Cycle Management.

Representation and communication

  • To keep abreast of donor policy developments and represent CAFOD in relevant funding groups / networks (both internal and external).
  • To liaise with relevant programme development and funding officers and programme officers and managers regarding possible regional or joint programme funding opportunities.
  • To collaborate with other staff in sharing and promoting effective communication channels for information and learning across the International Programme.
  • As prioritised by HFTL and the Head of Integrated Funding and Business Innovation, represent CAFOD at interagency fora and build, strengthen relationships with donors, Caritas Internationalis sister agencies, as well as with non-Caritas partners organisations, to promote and support coordinated humanitarian response across CAFOD’s international programme.

Person Specification /Essential Criteria

Understanding our context

Job-specific competencies

  • Have a sound understanding of humanitarian funding trends and best practice in the sector
  • Experience of working with the DEC and contract managing large emergency responses
  • Experience of writing proposals and reporting for other institutional donors (especially humanitarian institutional donors) including budget development and analysis
  • Experience of compliance and contract management for institutionally funded humanitarian projects
  • Experience of reviewing and analysing financial reports
  • Understanding of the principles of Project Cycle Management and logframes
  • Understanding of sector standards including the CHS
  • Flexibility and ability and willingness to travel (up to 20-30% of the time) sometimes at short notice.

Desirable

  • Knowledge of a second language, ideally French and/or Spanish and/or Arabic
  • Understanding and experience in at least one of these sectors; WASH, Cash, Protection
  • Experience of supporting and building the capacity of partners and other staff
