Job Introduction

This role sits in Route Services, a business area that has been created to supply services to the routes in the safest, most cost-efficient and effective way, enabling them to benefit from economies of scale and optimised national resources.

The Network Rail Telecom (NRT) team is responsible for operating all of NRT’s telecoms assets and networks. This responsibility includes handling asset life cycles as well as the development, delivery and support of outstanding telecommunication networks and services.

NRT transports data between A and B enabling Network Rail to run operationally both on the railway (signalling, customer information systems, CCTV cameras etc.) and as a business (desk phones, mobile devices, data connections etc.). NRT is also playing a key role in the realisation of our digital railway aspiration which requires huge amounts of data to be handled securely for it to work.

Our network is diverse and multifaceted, that requires connectivity, power and environmental systems to operate smoothly and reliably. Working cross functionally, we support the dimensioning of the systems, create policy and process documentation, complete test regimes, assure test certification and carry out service improvement activities, enabling a solid foundation for our services to be built on.

Main Responsibilities

To direct the management and technical support for Network Rail Telecom (NRT) Power, Fibre & Environment assets, systems and services, providing technical leadership and comprehensive Power, Fibre & Environment operations support service to Telecoms Network Operations.

What will you be doing?

  • Provide Power, Fibre and Environmental subject matter expertise and technical leadership, collaborating with other functions and field-based teams to promote best practices across NRT and to restore service as quickly as possible.
  • Owns the risk profile associated with the Power, Fibre and Environmental technology platform, together with the management plan of the potential improvements and related standards to manage the control and mitigation of risk and provide a sustainable service.
  • Own and deliver an audit and communication plan, identifying and communicating opportunities to align and improve working practices in order to deliver agreed targets with fewer interruptions and maximise service availability.
  • Create and provide technical documentation and briefings associated with Power, Fibre and Environmental to engineers in specified delivery units in order that the purpose, as well as the content is understood.
  • Manage and be a part of a comprehensive Power, Fibre and Environmental operations support service focussed to the delivery units including the delivery of forensic investigations or resolving complex incidents and problems, to restore service as quickly as possible.
  • Monitor the actions for the restoration of service associated with Power, Fibre and Environmental across specified delivery units and design; planning and implementing measures of improvement by collaborating with other departments, to provide consistent approaches in fault investigation and resolution.
  • Review and make expert recommendations on derogation and non-compliance to Power, Fibre and Environmental related standards, so that services can be understood, incidents can be resolved, and services maintained.
  • Review and monitor progression of potential improvements to Power, Fibre and Environmental related standards and provide technical feedback to the originators to influence standards and embed best practice.
  • Collaborate with project teams to develop Power, Fibre and Environmental related investment papers and project submissions creating change proposals where relevant, to maintain and improve service delivery and availability.
  • Monitor and analyse the quality and performance of Power, Fibre and Environmental related assets across the network and work with colleagues or vendors to implement corrective action as required, to reduce impacting incident and increasing service availability.
The Ideal Candidate

Essential

  • Relevant telecoms Degree, or able to demonstrate equivalent competence
  • Substantial Power, Fibre and Environmental Network engineering or Operations experience
  • A detailed understanding of the maintenance of Power, Fibre and Environmental network assets
  • Multi-vendor skill set in all areas of systems and networking
  • A sound knowledge of the relevant technical, safety and performance standards.
  • Willingness and desire to remain current and learn as new technologies emerge
  • Demonstrates excellent analytical and problem-solving skills.
  • Experience leading technical teams and building relationships between teams
  • Understands operational risks and familiar with risk mitigation techniques.
  • Willing to often travel nationally
  • Holds valid UK driving licence, or eligible and willing to obtain

Desirable

  • Member and accreditation of a relevant professional body such as Institute of Engineering and Technology.
  • Understanding and experience of railway infrastructure maintenance
  • Experience of undertaking engineering assurance activities
  • Experience of performing competence assessments.
  • Experience in vendor engagement / management.
  • Knowledge of the ITIL Service Management lifecycle and the frameworks’ operational processes.
  • Able and willing to contribute to a standby / call out roster if required.
