Overview of the job

This is a functional management job in an establishment.

Summary

The job holder will be responsible for managing a number of work area(s) within the Reducing and Reoffending Function of the establishment. As a member of the Senior Management Team, they will contribute and implement their Functions objectives as defined in the establishment’s business plan.

This is either an operational or non-operational job with line management responsibilities. If operational, please see Technical Requirements.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

  • Ensure all managers and staff within the Function provide a respectful, safe decent environment for all prisoners and staff
  • Accountable for the performance of the Function and the staff within it. Manage the achievement of qualitative and quantitative standards including Service Delivery Indicators (SDI’s) within the Function, verifying and signing off documentation as appropriate. Analyses and acts upon data which is relevant to their Function.
  • Accountable for management of Reducing Reoffending Function and all staff within this area. This includes:

o Pathways
o Interventions
o Industries
o Chaplaincy
o Gymnasium

  • Accountable for the development of the reducing reoffending strategy and delivery against the pathways
  • Accountable for the management of the Counselling, Assessment, Referral, Advice and Throughcare (CARATs) contract being aware of the delivery requirements and ensure compliance with such
  • Accountable for the substance misuse programme and strategy for the establishment
  • Accountable for managing and developing the Compact Based Drug Testing (CBDT) process to ensure this is a monitoring and supporting service. Working in partnership with Counselling Assessment Referral Advice Throughcare (CARAT) team.
  • Accountable for the development of community engagement to support a reduction in the risk of reoffending
  • Where commissioned, support and promote the implementation and use of Restorative Justice (RJ) face to face victim-prisoner conferencing models, enabling those affected by a particular incident to play a part in repairing the harm and finding a positive way forward

  • Accountable for managing the strategic delivery of services to optimise education, training and employment for prisoners upon release
  • Accountable for monitoring pathway contracts
  • Accountable for strategic planning of curriculum to meet learner and employer needs
  • Accountable for providing a strategic focus on employability for promoting, planning and coordinating the regime to maximise the time prisoners spend engaged in programmes, education and employment, this includes being the Senior Lead for developing policies for allocations, employment and pay
  • Accountable for ensuring that Physical Education activities are managed to offer appropriate employment and skills development to prisoners and accreditation and NVQs or equivalent where appropriate
  • Accountable for managing the quality of learning and skills provision and the annual re-evaluation of the full curriculum offered within the establishment i.e. reviews courses, providers, delivery methods and the provision of ongoing support for education within the establishment
  • Accountable for facilitating and supporting strong partnership working with the Skills Funding Agency (SFA) and Youth Justice Board where relevant
  • Act as nominee for The Office for Standards in Education (OFSTED) inspections for educational delivery and will be part of the assessment team. Ensue all the necessary preparation for internal and OFSTED audits is completed in a timely manner
  • Accountable for maximising the number of prisoners in activity and employment in order to achieve SDIs including Classroom Attendance, Work Skills and purposeful activity
  • Accountable for managing, developing and reviewing prisoner pay budget and authorise payband changes to reflect prisoner achievements in conjunction with Head of Finance
  • Accountable for management of contracts on a tripartite basis with Skills Funding Agency (SFA), Education provider and Advice and Guidance Agency
  • Accountable for ensuring the Function co-ordinates and supports prisoner mentoring projects
  • Accountable for the establishments provision of religious and pastoral care of prisoners and specifically within their own faith tradition, ensuring compliance with HMPPS standards on religion
  • Accountable for reviewing commercial contracts and renegotiates amendments as necessary. This includes management of third party delivery of contractual obligations
  • Accountable for developing and maintaining quality assurance measures for all Interventions processes, supporting and maintaining awareness of any other interventions delivered by other departments
  • Accountable for ensure Function resource works with other resettlement services and other establishment Functions to achieve effective delivery of pathway services
  • Accountable for ensuring that appropriate arrangements and risk assessments are completed for all prisoners on external work placements
  • Accountable for the internal employment allocation process
  • Accountable for allocation of resources to deliver the Industries, farming and gardens activities including short and medium term planning, utilising resources across the area of activity including available prisoner workforce
  • Accountable for initiating and building relationships with the local community and voluntary sector to promote the work of HMPPS and the establishment
  • Accountable for increasing opportunities for prisoners to be placed on ROTL, your job in this is to ensure that the regime offers opportunities which will skill prisoners for employment on ROTL in the community

Dependant on operational experience will undertake some or all other management tasks including:

  • Act as the Governor's representative by chairing adjudications and taking charge of day-to-day establishment operations as Duty Governor
  • Promote Prison Service policy in all activities and behaviours e.g. promote diversity, decency, safety and reducing re-offending agendas

  • Review open Assessment Care in Custody teamwork (ACCT) as and when required in line with audit baselines
  • Provide leadership and management of the Function. Will have the skills to apply all Human Resources (HR) related policies and practices and be able to carry out all aspects of people management such as Attendance Management, Disciplinary Investigations, Performance Management and Staff Appraisals
  • Manage Prisoners Complaints Process within the Function
  • Responsible for ensuring all litigation claims relevant to the area have been dealt with in accordance with policy
  • Oversee the compilation and regular progress reporting of performance improvement programmes
  • Manage the appropriate authorisation of Financial Compliance Statements
  • Manage devolved budgets in accordance with the financial procedures outlined in the budget delegation
  • Ensure that the Function produces and analyses audit and establishment performance management information identifying variances and areas requiring improvements
  • Contribute to the establishment’s overall achievement of (SDIs) and standards and be accountable for the performance and delivery of targets relating to the budget; People Plan for the Function.
  • Accountable for all local and national policies relating to the Function, and ensure procedures implemented are compliant, including the development of new policies
  • Contribute to the development and delivery of the medium-to-long term strategic and business plan for the establishment, with overall responsibility for implementation within their Function
  • Attend relevant boards/meetings and actively contribute either as chair or team member
  • Responsible for ensuring the defined work areas and associated activities comply with Health and Safety legislation. Ensure all risk assessments are undertaken and staff are made aware of their personal responsibility towards Health and Safety compliance
  • Contribute to the preparation of the establishment contingency and emergency plans and ensure implementation when required.
  • Ensure the effective use of staff resources and the provision of training and annual leave opportunities
  • Produce relevant reports as required and ensure that the response to all correspondence are within agreed timescales
  • Carry out investigations and administration in relation to incidents of potential discrimination and report on findings
  • Accountable for ensuring actions arising from Standard Audit, Her Majesty Inspectorate of Prisons (HMIP) Action Plans and Managing Quality of Prison Life (MQPL) surveys, including local self audit action plans and Resettlement strategies, are delivered
  • Deliver and implement projects as directed by the Governor
  • Actively encourage staff engagement within the Function to ensure objectives are met
