The Home Office Analysis and Insight (HOAI) directorate is responsible for providing analysis, including statistics and research, across a diverse range of important topics including policing, crime, migration, fire, licensing and public order. These are some of the most high-profile policy areas across government and we are currently working on transforming the way the underlying data, evidence and statistics are produced.

Job description

This SEO role will be reporting to the Grade 7 Head of Statistical Transformation, working as part of the Statistical Transformation Team. The post holder will work on the statistical transformation programme across the Home Office Analysis and Insight directorate (HOAI) and lead on an annual National Statistics publication.

It offers an excellent opportunity to understand and transform how analysts in the Home Office work, enabling them to continue to deliver high quality outputs across a diverse, high profile and challenging set of policy areas.

The post is looking for an analyst who is able to demonstrate working knowledge of automating analysis through code (such as R or Python), also known as Reproducible Analytical Pipelines (RAP), and an eagerness to engage in sharing their experience and skillset with others.

You will be working with colleagues from across all of Home Office analytical work areas to directly support development of specific projects and also build wider awareness and capability. You will also lead on the Annual Statistics of Scientific Procedures on Living Animals National Statistics publication with the support of the team.

As part of the recruitment process candidates will be badged into either the Government Statistician Group (GSG) or Government Operational Research Service (GORS).

This post can be based at London, Croydon, Manchester, Sheffield or Homeworking with the occasional requirement to spend some time working at Marsham Street, London and Croydon, where the majority of the team are based.

Recruitment and retention allowance (RRA)

Successful candidates with exceptional skills and experience may apply for a Recruitment Retention Allowance up to a maximum of £2,000. This allowance is subject to an initial review within six months of taking up the post and thereafter an annual review in line with departmental priorities and could be reduced or withdrawn at any time.

Hybrid Working

Person specification

Main responsibilities will include:

  • Demonstrating a working knowledge of automating data analysis (also known as Reproducible Analytical Pipelines) using software such as R or Python and is enthusiastic in improving these skills in other teams through mentoring, and training.
  • Reviewing current workflows and developing plans for teams to implement code/automation into their work to replace, improve or add new processes and outputs.
  • Lead an annual National Statistic publication and its ongoing development with the support of the wider team, delivering high quality analysis to the public, stakeholders and an engaged policy team.
  • Building a programming-first culture for analysis in the HOAI, developing best practice, engaging with other champions in the area, and contributing to strategy development.

Essential criteria

  • Experience with statistical programming (e.g. R, Python), with willingness to learn R.

Desirable criteria

Ideally you will have:

  • Experience with reproducible analytical pipelines (RAP)/automating statistical or analytical processes.
  • Experience in training or mentoring others in an analytical context.
  • Experience with Git.
  • Experience with statistical publications.

Qualifications

For GSG, accepted qualifications are:

A first or second class honours degree in a numerate subject (2:1 minimum for Assistant Statistician and 2:2 minimum for Statistical Officer) containing at least 25% taught statistical content (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)

A higher degree, e.g. a MSc or PhD, in a subject containing formal statistical training (e.g. Statistics, Mathematics, Economics, Sciences, Business Studies, Psychology, Geography or similar)

Have worked in a statistical or data science field recently and are able to demonstrate Continuous Professional Development (via a logbook) in applying statistics or data science at the same level as a foundation degree or Higher National Diploma (level five), which demonstrates the expected skills as outlined in the GSG Competency framework.

For GORS, accepted qualifications are:

High numeracy: You must possess a 2:1 or higher numerate degree, or a 2:2 with relevant work experience or postgraduate qualification.

Highly numerate degrees include: Astrophysics, Data Science, Decision Science, Econometrics, Engineering, Mathematics, Operational Research, Physics and Statistics.

Other numerate degrees, such as Accounting, Biology, Business, Chemistry, Economics, Finance, Geography, IT, Management, Management Science, Psychology, Sociology, Social Sciences and Systems Science, may be accepted if 50% or more of the modules are considered highly numerate.

The statement of suitability should be aligned to demonstrate your skills and experience for the role and how you meet the person specification and the essential criteria as detailed in the job description.

The sift will be held on the statement of suitability (personal statement) and the technical skill. The CV will not be scored.

However, if a large number of applications are received, an initial sift will be conducted on the technical skill. Candidates who pass the initial sift will be progressed to a full sift.

If you are successful at sift stage, candidates who are not already badged will be invited to complete a GSS online test.
