We will review your resume and supporting documentation to ensure you meet the minimum qualification requirements. If you meet the minimum qualifications, we will use multiple assessments that will place you in one of three categories based on your experience, education, and training and demonstrate the following competencies needed to perform this job:
1. Expert knowledge of theories, concepts and practices of management and administration, and expert program planning and evaluation skills to plan, develop and evaluate program activities and improvements.
2. Expert skills to discern from program reviews actions and changes needed to comply with requirements of review reports and to optimize program effectiveness.
3. Expert skills in strategic planning, in preparing reports and associated documents, and in integrating different segments of reports into cohesive documents.
4. Ability to coordinate with managers and administrative staff members of the agency to obtain information to develop sound plans to improve program management communications and presentation skills to present, justify, and defend recommendations and to explain program requirements.
Your responses to the job questionnaire will place you into one of the following categories:
1. Best-Qualified: Applicants possessing experience that substantially exceeds the minimum qualifications of the position and demonstrate high proficiency in all of the critical competencies, including all Selective Placement Factors (SPF) and appropriate Quality Ranking Factors (QRF) as determined by the job analysis.
2. Well-Qualified: Applicants possessing experience that exceeds the minimum qualifications of the position and demonstrates acceptable proficiency in all of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis.
3. Qualified: Applicants possessing experience that meets the minimum qualifications of the position and demonstrate basic proficiency in most of the critical competencies, including all SPFs and appropriate QRFs as determined by the job analysis. If you are best qualified, you may be referred to the hiring manager for consideration and may be called for an interview.
Veterans: Qualified veterans who have a compensable service-connected disability of at least 10% are listed in the best-qualified category, except when the position being filled is scientific or professional at the GS-09 grade level, or higher. The first assessment will consist of skilled-based questions designed to evaluate the degree to which you possess the skills needed to perform the duties of the positions being filled. These questions are scored, and you must score at least 85 out of 100 points in order to be invited to participate in the second assessment.
The second assessment is the Performance Assessment Network System (PANS) which is a predictive assessment that measures your cognitive ability and soft skills.
