Gulf Coast Veterans Health Care System (GCVHCS) Mental Health Intensive Case Management (MHICM) Program Manager in Mental Health Service Line encompasses four Community Based Outpatient Clinics and the main campus which spans three states (MS, AL and FL) across 300 miles. GVHCS is customer-service oriented, meeting a variety of emotional, psychological, behavioral, interpersonal, and social needs of patients. The Program Manager will assist in overseeing a multispecialty MHICM Programs consisting of psychiatrists, psychologists, social workers, nurse practitioners, nurses and other multi-disciplinary team members who are part of our level IC organization.

Major duties include, but are not limited to:

  • Incumbent will have broad program manager responsibility for one of the major programs in the Gulf Coast Mental Health Intensive Case Management Program (Biloxi/Mobile or Florida Clinics).
  • Incumbent will have broad program manager responsibility for one of the major programs in the Gulf Coast Behavioral Health Service, Mental Health Intensive Case Management Program (MHICM). The service delivers specialized, complex, highly professional care that are important program components of the organization and significantly impact the healthcare of Veterans.
  • Decisions made by the program manager affect staff and other resources associated with the programs managed and are made while exercising wide latitude and independent judgement. The program manager will have direct reports including psychiatrists, nurse practitioners, nurses, psychologists, neuropsychologists, clinical social workers, marriage and family therapists, licensed professional mental health counselors, addiction therapists, vocational rehabilitation specialists, and peer support specialists. The incumbent will monitor work performance to ensure that requirements are satisfied; and interpret and process a wide variety of data related to program planning in the specialized needs of the Veterans
  • The Program Manager has oversight of administrative and programmatic resources and deploys those resources in support of the program needs. They develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements. They monitor outcomes using data driven quality assurance processes and implement strategies for improvement based on data analysis. Additional responsibilities include assisting in maintaining inter-departmental relations with other services to meet organization goals.
  • Preparation of special reports and responses, Congressional responses, briefing papers, issue briefs, and decision papers for Medical Center leadership, which may be highly sensitive, confidential, and complex; is a requirement of the position.
  • The incumbent will develop policies and procedures and may also develop performance standards, position descriptions and functional statements. They will monitor the clinical performance of staff, conduct performance appraisals, and perform other clinical and administrative responsibilities to ensure that the mission of the service and the Medical Center has been satisfied. They may set training objectives for staff and delegate responsibilities to subordinate sections.
  • Effectively manages general personnel policies and established practices regarding program operations, as they relate to key employees and management actions.
  • Monitors and reports to Office of the ACOS regarding status of Mental Health Performance Measures for the Medical Center, with preparation and implementation oversight for any corrective actions necessary.
  • Serve as high level liaison with: local, state and national officials; community based special interest groups; community based agencies and other health care providers; and representatives of affiliate institutions of higher learning (e.g., professional schools of medicine, nursing, psychology, social work, etc.).

Qualifications

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • English Language Proficiency. Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f).
  • Education. Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE, OR (2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession. Note: A doctoral degree in marriage and family therapy from a COAMFTE approved program is considered to be a comparable mental health degree.
  • Licensure. Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).Grade Determinations: Marriage and Family Therapist (Program Manager), GS-13
  • Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the Association of Marital and Family Therapy Regulatory Board (AMFTRB) examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an American Association for Marriage and Family Therapy (AAMFT) Approved Supervisor credential.
Demonstrated Knowledge, Skills and Abilities (KSAs) for GS-12 Marriage and Family Therapist (Program Coordinator):
  • Ability to organize work, set priorities, meet multiple deadlines, delegate tasks and facilitate team building.
  • Ability to manage and direct the work of others to accomplish program goals and objectives.
  • Ability to devise innovative ways to adapt work operations to new and changing programs, to develop staffing and budget requirements, and to translate management goals and objectives into well- coordinated and controlled work operations and ensure compliance with pertinent VHA policies.
  • Ability to establish and monitor performance priorities according to standards and program evaluation criteria.
  • Knowledge of family systems theory/therapy in coordination of family programs.
Demonstrated Knowledge, Skills and Abilities (KSAs): In addition to meeting the KSAs for GS-13 grade level, the candidate must demonstrate all of the KSAs below:
  • Skill in assessing qualifications and abilities of current and prospective employees to include staff performance evaluation and may include evaluations of lower-level assignments and support staff.
  • Ability to facilitate professional development of other MFTs across programs/or locations (i.e. CBOC, outpatient clinics, etc.) and guide them in current practice guidelines.
  • Ability to collaborate with leaders of other disciplines within facilities, the community, VISN, and VACO.
  • Skill in managing and directing the work of others to accomplish program goals and objectives, reporting requirements and the ability to devise ways to adapt work operations to new and changing programs, staffing and budget requirements. This includes knowledge of VA policy and procedures as well as fair, principled and decisive leadership practices.
  • Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program.
  • Ability to clinically supervise in areas related to the provision of marital and family therapy services to accomplish organizational goals and objectives.
