Job summary

We are looking for new Project Managers to join the Rainbow Programme Delivery Team.

National Savings and Investments (NS&I) is embarking on a re-procurement of its’ outsourced business process services through ‘the Rainbow Programme’.

Rainbow is an in-flight Transformation Programme that presents an exciting opportunity for our business to and those involved in delivering its’ future.

The Project Manager will be responsible for the management and delivery of a high-value transition state project, ensuring the success of the wider of Rainbow programme by ensuring the project is delivered to time, cost and quality.

The role will be responsible for coordinating all activities including the specification, procurement, implementation and business change aspects associated with the allocated transition state working with dedicated project team members and relevant subject matter experts from across NS&I.

This is an excellent, unique opportunity for existing project managers and experienced change managers to join a diverse and motivated delivery team, driving pivotal and lasting improvements for our business and customers.

Job description

Project Delivery Management

  • To be responsible for the management and delivery of all NS&I project related activities and deliverables throughout the entire project lifecycle, to agreed time, cost and quality targets (where appropriate). This includes (but is not restricted to):
  • Planning and managing the delivery of all NS&I and partner activities and deliverables for the project, reporting into the Programme Manager and relevant governance forums.
  • Managing the project on a day-to-day basis and making key decisions relating to the management and delivery of the project within agreed tolerances
  • Identifying, logging, managing and reporting on assumptions, risks, issues and dependencies related to project activities and deliverables
  • Ensuring that project benefits are identified at the outset and reviewed throughout the project lifecycle, working closely with the Head of Business Change and Transition State Business Change Manager to this end and maintaining alignment with the project objectives and deliverables
  • Ensuring requirements are captured effectively and comprehensively, liaising with the Rainbow Programme Design Team and NS&I Enterprise Architecture function to ensure coherence with the Future Operating Model and wider programme delivery
  • Ensuring project funding is secured by managing the production and maintenance of the project’s contributions to the overarching Programme Full Business Case (FBC) (where applicable), and managing the project forecast and budget effectively
  • Carrying out and commissioning where required expert reviews and analysis of project deliverables
  • Ensuring the management of projects is carried out according to agreed methods and standards, and industry best practice
  • Managing any third party suppliers to ensure deliverables are met to time, cost and quality targets.

Project Team

  • To manage the involvement and activities of the project team to ensure delivery of the project deliverables to agreed time, cost and quality targets.

Project Stakeholders

  • To ensure that all the relevant project stakeholders are identified and engaged at the appropriate time, and that they are kept appropriately aware of the status of the project at any given time.
  • To provide expert project management guidance and advice to stakeholders.

Project Governance

  • To ensure an appropriate governance structure and procedures are in place for the project to enable appropriate decision making and escalation
  • To manage the effective running of project Governance bodies
  • To manage provision of clear and accurate project status reporting, project information and documentation to Project and Programme Internal Assurance, OGC Gateway Reviews, Audits, Government Major Projects Portfolio (GMPP) reports where required, in consultation with Programme Manager and Enterprise Programme Office (EPO).

Strategic Direction

  • To ensure the project is aligned with and acting in accordance with Rainbow Programme Delivery strategies and appropriate NS&I frameworks at all times, and ensure that the project progresses according to the agreed delivery schedule
  • To advise on and discuss any identified changes (including project scope) with the Rainbow Senior Responsible Owner (SRO), Programme Director, Programme Manager and Enterprise Programme Office (EPO) to ensure the project remains aligned with the strategic direction of the business at all times, and ensuring that any changes and/or key decisions that impact the project and the wider programme are communicated effectively.

This role may require regular/some travel to other sites

Person specification

Essential qualifications

  • A recognised project management practitioner qualification, e.g. PRINCE2 Practitioner, APM Practitioner or relevant consolidated project management experience.

Essential experience, technical knowledge and skills

  • Practical experience of successfully managing a variety of projects using a variety of methodologies, including business change and IT projects, covering the entire project lifecycle. This experience should include some of the following:
  • Practical experience of working in a project delivery environment, providing leadership and clarity of expected deliverables and required work packages to project team and key stakeholders
  • Experience of engaging and coordinating delivery directly with strategic partners and suppliers
  • Practical knowledge of PRINCE2
  • Sound working knowledge of Microsoft project management software and familiarity with other project management software
  • Sound knowledge of project management practices and techniques, covering the entire project lifecycle
  • A thorough understanding of project assurance, and the techniques and methods that can be used to provide it
  • Ability to manage both related and unrelated projects concurrently
  • Ability to effectively manage and deliver results through teams of experienced professionals from different functions providing guidance and advice where necessary
  • Ability to think strategically and to understand how projects and programmes help deliver the strategic plans of a business

Desirable qualifications, experience and technical knowledge / skills

  • Practitioner level qualification in PRINCE2 or APM
  • Experience of working effectively with suppliers and other project or programme teams who deliver agile methodologies (e.g. Lea, Agile, Scrum)
  • Experience of working in an ‘outsourced business’ environment
  • Practical experience of delivering projects in the financial services sector
