Duties- Conducts comprehensive security declassification-classification reviews of Air Force historical records for executive order 13526 (EO). Applies legal/regulatory knowledge of governing directives to legally protect classified information pursuant to Executive Order 13526 and governing security classification guides.
- Performs document planning and programming recommendations/decisions in appropriate formats to meet Air Force and/or DOD requirements. Designs and conducts complex declassification and security surveys, reviews, and research projects and provides advisory services on issues of such intensity and breadth that they require input and research from other analysts, management and subject-matter experts throughout the agency.
- Participates in conferences and meetings to deliver presentations on substantive mission and support issues, project/program status, accomplishments, challenges encountered and anticipated, support requirements, and the integration and advocacy of program and project objectives as it relates the mission of the Agency.
- Maintains agency automated database of security review actions for incorporation into the interagency document review database. Accurately records/tracks decisions to ensure consistent declassification determinations concerning automatic, systematic, and mandatory declassification reviews.
- Ensure adequate handling, storage and transfer of all classified records at all security levels to meet requirements of DODM 5200.01 Volumes 1-4, AFI 16-1401, and other governmental regulations related to security protective measures. Ensures operational aspects of the Information Security programs are followed.

QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes knowledge of pertinent classification guides, the Freedom of Information, Privacy Act to include experience with a range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs and program goals and objectives, sequences and timing of key program events, milestones, and methods of evaluation program accomplishments
OR EDUCATION: Successfully completed a Ph.D or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position.
NOTE: You must submit copies of your college transcripts.OR COMBINATION OF EXPERIENCE AND EDUCATION: I have a combination of specialized experience and education. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

GS-13 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes being an expert analyst who has mastered the assessment and improvement of declassification reviews. Comprehensive knowledge of pertinent declassification/classification guides to include experience with a range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
- One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level.
- One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level.
- One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
GS-11 & GS-12:- Knowledge of pertinent classification guides, the Freedom of Information, Privacy Act and also includes knowledge of Department of Defense and Air Force implementing regulations. Work requires coordination with other Air Force offices and counterparts in other agencies. Knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs.
- Knowledge of Air Force program goals and objectives, sequences and timing of key program events, milestones, and methods of evaluation program accomplishments. Knowledge of relationships with other program and key administrative support functions within the employing agency.
- Skill in designing and conducting comprehensive management studies and preparing solutions to especially broad, important, and severe management problems. Skill in planning, organizing, and directing team study work, and effectively conducting critical negotiations with management.
- Skill in planning complex declassification review of Department of Energy Historical Records Restricted Data. Skill in adapting analytical techniques and evaluation criteria to measure and improve program effectiveness. In-depth knowledge of the mission, objectives, terminology, and management practices in the activity and the organization. Keen ability to express ideas effectively, both orally and in writing.
GS-13:- Knowledge of safety and security regulations, practices, and procedures of the Department of Defense, Air Force, and National Archives and Records Administration. Knowledge of a wide range of administrative laws, policies, precedents and regulations.
- Skill in researching, analyzing, interpreting and applying Executive Orders 13526, Public Laws 105-261(Kyl Amendment) and PL 106-65 (Lott Amendment), and the Atomic Energy Act of 1954.
- Skill in analyzing problems, conducting research, summarizing results, and making appropriate recommendations regarding classified records review and declassification process.
- Skill to identify problems and develop innovative solutions regarding the records review and declassification process. Skill to communicate orally and in writing.
- Skill to research and access information through the use of a personal computer or terminal. Must have experience with Microsoft Office applications to include Word, PowerPoint, Excel and Access. Ability to maintain good working relations with a broad range of individuals from diverse backgrounds
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
ADDITIONAL CONDITIONS OF EMPLOYMENT: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave.
