Summary

This position is located in the Information Management Division, under the office of the Executive Director for the Bureau of International Narcotics and Law Enforcement Affairs (INL/EX/IM). The purpose of the Information Management Division is to provide technical and professional guidance in the field of information technology to accomplish the mission of the Bureau, ensuring that information technology is used to the maximum extent and in the most cost effective manner possible.

Duties
Analyzes logs to ensure systems are operating within design parameters and comply with security policies. Applies performance measurement techniques to recommend configuration changes, reallocation of resources, and IT system upgrades.
Monitors systems operation to ensure that procedures and guidelines for operating systems are followed to eliminate and prevent any possible system disruption; takes appropriate corrective action that includes working with others in the Division.
Plans, coordinates, and implements periodic reviews of installed automated systems to determine if approved systems plans have been effectively followed and ensures that planned technical , economic, or other benefits are being achieved.
Assists in planning and coordinating the maintenance, upgrade, and support of servers.
At the GS-11 level, the incumbent performs essentially the same duties as outlined above; however, the scope and complexity of assignments are of less responsibility and independence and receives closer supervision than the GS-12 level.

Qualifications

Applicants must meet all the qualification requirements described below by the closing date of this announcement. [If you are qualifying based on education OR if there are mandatory education requirements listed below, you MUST submit a copy of your college transcript with your application.

Applicants applying for the GS-11 grade level must meet one of the following requirements:

A. Have a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR B. Have a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution that provided a MINIMUM of 24 semester hours in one or more of the fields identified in Choice A above AND required the development or adaptation of applications, systems or networks;

OR C. Have 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management;

OR D. Have 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution that provided a MINIMUM of 24 semester hours in one or more of the fields identified in Choice A above AND required the development or adaptation of applications, systems or networks;

OR E. Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail - Monitors systems operation to ensure that procedures and guidelines for operating these systems are followed to eliminate and prevent any possible system disruption;
Customer Service - Troubleshoots and investigates systems problems , including the performance of e-mail operations, and works directly with Bureau customers.
Oral Communication - Develops portions of briefings for presentation on proposed new systems that will alter approaches and
methods, systems design and development, technology, project plans, and the progress of projects underway.
Problem Solving - Assists in the resolution of system problems by identifying problems and meeting with users, managers, and hardware/software vendors to discuss options.

AND Have at least 1 full year of specialized experience equivalent to the GS-09 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Applicants for the GS-11 level

Qualifying specialized experience must demonstrate the following:

Experience advising on IT system errors and the available hardware and software procedures necessary for the correction of errors.
Experience recommending configuration changes, reallocation of resources, or upgrading systems to enhance IT systems operations.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.

Note: If you are qualifying based on education OR if there are mandatory education requirements listed under the Qualifications and Evaluations section, you MUST (1) submit a copy of your college transcript(s) with your application, and if selected, an official college transcript(s) will be required to verify education prior to employment; (2) transcripts MUST be legible AND include your name, major, school name/location, course title/number, date completed, grade, date degree conferred and number of credits earned; (3) if you attended more than one college you MUST submit a transcript from each institution if you wish your education to be considered in qualifying you for this position; (4) all college coursework that may be pertinent to qualifying you for the position MUST be included on the transcripts. If you fail to provide requested information, or the information you submit is insufficient to verify your eligibility, you WILL lose consideration for this position.

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

Attention to Detail - Applies performance measurement techniques and metrics and, based on results, recommends configuration changes, reallocation of resources, or upgrading systems
to enhance IT systems operations.
Customer Service - Advises other specialists and managers on implementation of new or enhanced IT systems including providing on -the-job and formal training for new and revised methods and techniques for resolving IT issues.
Oral Communication -Discusses technical implications of various alternatives on system capacity, performance, and cost as well as on system direction, intent, and emphasis.
Problem Solving -Implements plans for the recovery of system data in the event of IT equipment or software failure

AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Applicants for the GS-12 level

Qualifying specialized experience must demonstrate the following:

Experience troubleshooting and investigating IT systems related problems.
Experience performing IT systems administrator duties such as assisting in in the install of new products, identifying and mitigating security vulnerabilities and risks; and maintaining server integrity and availability.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-12 position.
