Job Description

Duties

As a CIVIL ENGINEER at the GS-0810-12/13 some of your typical work assignments may include:

  • Responsible for enforcement of all technical and administrative provisions of assigned construction contracts and required to apply sound engineering principles and judgment throughout the performance of their duties.
  • Preparation of Statements of Work (SOW), participation in budget development processes, and review contract drawings and specifications (including technical RFPs) with respect to constructibility and compatibility with actual field conditions.
  • Develops and reviews preliminary and final construction designs, plans, drawings and specifications for test article, target, and test bed structures to include cast-in-place, prefabricated single and multistory concrete structures, both above and underground, as well as tunnels construction. Supports contract review with tech evals on contractors' proposals, coordinates post-award contract meetings, pre-construction conferences, and schedules acceptance meetings, design review meetings (as applicable), and final inspections.
  • Review and approve contractor administrative submittals such as schedules, environmental protection plan, design (as applicable) and construction quality control plan, health and safety plan, and accident prevention plan.
  • Assists with the development and implementation of test master plans, test plans, and test operation plans that support of Test Article construction projects at Kirtland Air Force Base (KAFB), White Sands Missile Range (WSMR), and other test sites in which DTRA is supporting.
  • Manages the contractor's Request for Information (RFIs) and ensures timely responses. Responsible for relaying information between the project manager, contract specialist, the contractor, the project technical team, and others as appropriate.
  • Visit construction sites to monitor progress and solicit input from the Quality Assurance (QA) representative, review Contractor Quality Control reports and attend Quality Control (QC) meetings, by exception. Incumbent represents the RD-TST as the technical representative in matters involving contract modifications and claims.
  • Typical duties associated with modifications and claims include, but are not limited to: Identifying the need; Issuing or supporting the issuance of the contractor request for proposal; Ensuring funds are reserved for the modification; Prepare or coordinate the preparation of an independent government cost estimate (IGCE); Prepare the final documentation and wording for the modification including justification for cost and time involved within the limits of Contracting Officer's Representative (COR) authority or in support of the Contracting Officer; Provide technical support for claims/disputes/terminations processing, negotiation, and resolution; Provide effective and timely contractual correspondence; Review and recommend approval of contractors' schedules of prices as the basis for payments and subsequent invoices; Provide recommendations for retain/withhold as required; Review statement of work and requests for proposals or quotations; Ensure official contractor correspondence and submittals are included in the contract file; Provide support in responding to Congressional inquiries and FOIA requests.
  • Acts as the Contracting Officer's Representative (COR) in the management of administration of construction projects. A primary principle throughout these duties is the importance of open communication between, and due diligence of, the KOR, the COR, COR management, the requiring activity, and the contractor in contract surveillance.
  • Documents contractor's progress and identifying any problems/issues with the contractor's performance and recommending possible notice or action to be taken by the Contracting Officer.

  • Possess a Project Management Professional Qualification or be actively working and obtain a Project Management Professional Qualification within two years of being hired.
  • Within one year of acquiring related experience and achievement of required training, the incumbent may also be appointed as a COR in support of in-scope contract modifications within specified dollar threshold.
  • This is an Acquisition Workforce position in the Engineering, Technical and Management (EMT) career field. The incumbent will be required to become certified Level Practitioner in the applicable career field within 5 years.
  • The incumbent is required to acquire a minimum of 40 continuous learning points (CLPs) every fiscal year as a goal and 80 CLPs being mandatory within 2 years.

Qualifications

You may qualify at the GS 13, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:
  • At least four or more years of experience reviewing designs and technical submittals, at least four or more years providing management of contracts and/or assigned as Contract Officer Representative (COR); Bachelors in STEM related studies.
  • Expert knowledge of project management in order to manage timelines, budget, and scope of ongoing projects.
  • Expert knowledge and abilities applicable to a broad range of civil and construction engineering duties in order to modify standard practices, adapt equipment or techniques to solve a variety of problems.
  • Expert knowledge of structural mechanics and engineering mechanics to design, coordinate and manage technical implementation/fielding. Comprehensive knowledge of a broad range of engineering and construction standards, methods, practices, and techniques, and equipment to determine compliance with federal, state, and local codes and regulations.
  • List education substitution, if applicable: Masters in STEM related studies is suitable for substitution for 2 years of experience; PE License suitable to count as expert in design and review of designs and/or expert in related engineering field (Civil, General, Structural, Mechanical, Geological, ect.), PMP Certification counts for expert knowledge of Project Management, Construction Management certification counts for experience in construction engineering
You may qualify at the GS 12, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service as listed below:
  • At least two years of experience providing reviews of or executing design work and engineering services, at least two years of experience assisting in contract management and/or duties assigned as a Contract Officer Representative (COR); Bachelors in STEM related studies.
  • Experience with project management and oversight of timelines, budget, and scope of ongoing projects.
  • Experience with a broad range of civil and construction engineering duties in order to modify standard practices, adapt equipment or techniques to solve a variety of problems.
  • General knowledge of structural mechanics and engineering mechanics to design, coordinate and manage technical implementation/fielding.
  • General knowledge of a broad range of civil engineering and construction standards, methods, practices, and techniques, and equipment to determine compliance with federal, state, and local codes and regulations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0810, series as listed below:
For the Engineering Series. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience - college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure - Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1 , or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. 2. Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses - Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.).
