Job Description

Duties

  • You will perform as a Contracting Officer's Representative (COR) Support Manager (CSM), assisting with monitoring technical performance and contract/task order administration with oversight.
  • You will work with senior CSMs to ensure that Statements of Work contain concise, well-defined technical requirements and technical evaluation criteria are adequate for competition. evaluation criteria are adequate for competition.
  • You will review internal procurement/contracting processes to ensure business operations are effective and efficient in order to meet mission requirements.
  • You will gather performance reports, at a minimum on an annual basis, and input those reports into the Contractor Performance Assessment Reporting System (CPARS) in a timely manner.
  • You will work with senior CSMs to gather the technical requirements of contracts, reviewing and analyzing Statements of Work.
  • You will routinely utilize the procurement module within the Center's Navy Enterprise Resource Planning (Navy-ERP) system.
  • You will perform general acquisition related duties which include the conceptualization, initiation, design, development, test, contracting, production, deployment, integrated product support (IPS), military missions.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

Qualifications

NO-02:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-04 grade level or pay band in the Federal service or equivalent experience in the private or public sector gathering reviewing or analyzing the technical requirements of contracts.

NO-03:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-08 grade level or pay band in the Federal service or equivalent experience in the private or public sector reviewing procurement or contracting processes in order to meet mission requirements; and prepares competitive and non-competitive task order packages to meet technical requirements.

Education

NO-02:
The following education can be substituted for experience:

4-year course of study leading to a bachelor's degree

OR

3 years General Experience, 1 year of which was equivalent to at least GS-4

OR

Have a combination of experience and education as described above that equates to one year of experience. The percentage of the required education plus the percentage of the required experience MUST equal one hundred percent.

Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.

This position is eligible for part time, full time or ad-hoc telework at the discretion of management.
