The Department of Medical Assistance Services (DMAS) is excited to offer a competitive opportunity to serve as the Policy and Employee Relations Consultant in the Employee Relations Unit. The selected competitive candidate will provide exceptional delivery of services to the agency’s Chief of Staff Division.

Job responsibilities will include, but are not limited to:

The Virginia Department of Medical Assistance Services is seeking an experienced professional with a background in Employee Relations and alternative dispute resolution, especially in the area of workplace conflict. The ideal candidate will have experience dealing with complex employee relations matters, preferably in a state government setting. Primary responsibilities will include conducting initial intake of employee relations inquiries, coaching managers and employees regarding issues of workplace conflict and performance management and assisting with handling employee grievances as they arise.

The Policy & Employee Relations Consultant serves under the Policy & Employee Relations Manager as a consultant in the areas of HR regulations, policy interpretation, equal opportunity, employee relations, investigations and grievances. The desired candidate will serve as an employee relations subject matter expert, tracking statewide employee relations matters and providing consultative guidance on Human Resources/state policy and laws with particular attention to the Commonwealth's Human Resource Policies as well as the Standards of Conduct and Grievance Procedure, to employees and DMAS professionals.

This position is responsible for conducting preliminary intake for routine employee relations issues; conducting pre-complaint counseling in the area of EEO; suggesting methods and resources for resolving workplace conflict; guiding employees, supervisors and managers in the use of the state mediation program, grievance procedure, state and agency EEO complaint processes and the employee assistance program. Tracking cases to ensure compliance with deadlines and other requirements; Assist with workplace investigations, employee relations and EEO-related data entry and analysis and other projects as assigned. Exercise sound judgment and discretion in establishing and maintaining effective working relationships with employees, managers and other agencies.

Minimum Qualifications

Competitive candidates will meet these minimum qualifications:

Considerable work-related experience in interpreting and advising on human resource policy and procedures.

Considerable work-related experience in conducting workplace investigations and providing sound guidance on the results.

Considerable work-related experience consulting and advising on complex employee relations matters to multiple stakeholders.

Considerable work-related experience conducting discrimination and workplace harassment investigations.

Work-related knowledge of federal and state human resource laws, regulations and policies.

Work-related knowledge of dispute resolution techniques for employee relations and EEO issues within Virginia state government.

Knowledge of performance management best practices and systems, as well as coaching management on delivering fair, consistent and meaningful notice of needs improvement plans.

Experience generating verbal and written notices; and performance evaluations.

Requires analytical and critical thinking skills.

Must lead projects and deliver training.

Experience conducting an intake with employees and managers regarding concerns.

Must make effective recommendations using judgment consistent with applicable laws, policies and procedures.

Must objectively coach employees, supervisors and managers through complex, difficult and sometimes emotional issues.

Requires discretion and confidentiality.

Experience managing and guiding others through the employee grievance procedure.

Progressively responsible experience working as a consultant with experience in human resource management, employee relations and/or alternative dispute resolution.

Knowledge of dispute resolution techniques for employee relations and EEO issues within Virginia state government.


Preferred Qualifications:

Competitive candidates should meet these preferred qualifications:

Degree in human resources, labor relations, public policy or law. Certification as a Mediator, SPHR, PHR, SHRM-SCP and/or SHRM-CP, a strong plus.

Experience managing HR programs to include employee relations, performance management, EEO, policy interpretation and development a plus.

Proven success consulting and advising employee grievances as part of a formal grievance procedure.
