Information Technology Analyst I/II

Salary increases effective:
4% - July 2023
3% - July 2024

The Information Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Planning, Public Works, Power Company and Recreation departments.

As part of the team, you’ll contribute to a variety of upcoming and exciting projects as well as manage existing infrastructure, such as:
  • Upgrade of Broadcasting System in Council Chamber
  • Technology upgrade of the VMWare Virtual VDI Virtual Infrastructure
  • Security camera and access control system rollout
  • Enterprise Resource Planning (ERP) implementation
  • Microsoft Exchange to Office 365 Migration
  • Microsoft SharePoint Implementation
  • Update and support existing systems like Eden, Cityworks, Accela, Granicus, Onbase, Yardi, Laserfiche, ArcGIS, AutoCAD, etc.
  • Update and support City’s IT infrastructure comprising of Servers, Storage, Network devices, End points, Mobile devices, Telecom circuits, Operating Systems, Databases, Diagnostic tools, Websites, etc.

The IT Analyst requires significant administrative, analytical, and technical skills. The role is currently allocated at the journey-level. The City is establishing an eligible list to fill current and future positions.

IT Analysts will be responsible for installing, configuring, maintaining, troubleshooting, and monitoring the physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture as well as support and recommend necessary infrastructure changes and upgrades to limit interruption to services. Bonus skills: Data Analytics! (optimize the integrity and efficiency of databases, extract data from multiple systems/sources, configure reports, analyze results using statistical techniques and visualize findings).

ABOUT THE DEPARTMENT
The Information Technology Division is responsible for the planning, implementation, and daily management of the City’s centralized data network and telephone system infrastructure and all related citywide technology applications. The Information Technology Division strives to provide timely and quality customer service to maximize the use of information technologies in the most efficient and effective way possible.

The IT Division manages the daily operations of all IT systems (network, data center, storage systems, servers, databases, web services) and applies technology ‘best practices’ to deliver applications and to support business processes throughout the City organization.

ABOUT PITTSBURG
The City of Pittsburg is a culturally rich and diverse community of over 76,000 residents and expected to grow to 90,000 in the next 20 years. Pittsburg is located in the Bay Area Region of Northern California and is perfectly situated for easy access to San Francisco, Napa Valley, Sacramento, the foothills of the Sierra Nevada Mountains, and Lake Tahoe. Pittsburg City Hall is also conveniently located a short walk from the Pittsburg Center Station of the Bay Area Rapid Transit System (BART), making a commute from cities throughout the Bay Area very easy. The City of Pittsburg is a full-service city following the council-manager form of government. The City has approximately 300 full-time employees and at times, up to 350 employees total (depending on the season). Pittsburg is currently organized into the following departments: City Management, Community and Economic Development (Building, Economic Development, Code Enforcement, and Planning), Community Services (Housing Authority, Pittsburg Power Company, and the Successor Agency to the former Redevelopment Agency, CDBG/Housing Rehabilitation, Environmental Services, Waterfront Administration, and Property Management), Recreation, Human Resources, Finance, Police, and Public Works (Engineering, Operations/Maintenance, Utilities, Facilities, Parks, and Water Treatment). Fire Protection services are provided by the Contra Costa County Consolidated Fire Department. Pittsburg’s total budget for FY 22/23 is $225.9 million and a General Fund budget of $51.3 million.

Examples of Duties

Duties include, but are not limited to for Information Technology Analyst I/II


  • Maintains the integrity and operability of the information technology and network infrastructure including back office servers, routers, switches, and phone system; assists in the analysis and troubleshooting of City-wide network problems related to computer and telephone networks.
  • Participates in network administration; installs and configures new/existing servers; upgrades existing server; administers user accounts, groups' security, permissions, policies, and e-mail issues; monitors, maintains, and updates patches as scheduled; installs, upgrades, and configures network printing, directory structures, rights, security, and file services; assists in the resolution of network related problems.
  • Provides network infrastructure support; configures and maintains network infrastructure including routers, switches, VLANs, and firewalls.
  • Installs, configures, upgrades, troubleshoots, and repairs computers, computer components, software, and peripheral devices.
  • Provides technical support to users including support via phone and email; responds to needs and questions of users concerning their access to network resources.
  • Supports and responds to inquiries regarding specialized applications; coordinates issues with corresponding vendors/consultants.
  • Trains users on basic software and hardware operation.
  • Provides database support; assists with database projects for different departments.
  • Utilizes various software applications; performs backups of critical data.
  • Provides support for the audio/video system in the Council Chamber; assists with audio and video productions.
  • Participates in technical documentation; creates and maintains technical documents including network layout, configuration, and instructions.
For Information Technology Analyst II Assignment only:
  • Participates in the conceptualization and implementation of new technologies; researches, tests, and evaluates products/solutions.
  • Interacts with vendors and generates purchasing quotes for a variety of equipment, peripherals, and supplies.
  • Acts as a resource to inquiries and concerns regarding assigned area of expertise; monitors and controls assigned customer service functions.
  • Demonstrates a detailed understanding of applicable policies, procedures and work methods associated with assigned duties, and programs of work unit.

Qualifications

License/Certificate for Information Technology Analyst I/II: May require possession of, or ability to obtain, a valid Class C California driver's license.

Education Requirement for Information Technology Analyst I/II: A bachelor's degree in information technology or a related field

Experience Requirement for Information Technology Analyst I: At least one (1) year of professional level experience performing technical support and information systems operations, troubleshooting and repair.

Experience Requirement for Information Technology Analyst II: At least three (3) years professional level information technology related work and/or functions in a capacity similar to the City's Information Technology Analyst I (experience performing technical support and information systems operations, troubleshooting and repair).

Other Requirements: Physically and mentally capable of performing the functions of the job, including but not limited to those summarized in Typical Tasks. Positions serving Public Safety will require successful completion of a thorough background investigation and polygraph examination.

KNOWLEDGE/ABILITIES/SKILLS for Information Technology Analyst I/II: (The following are a representative sample of the KAS's necessary to perform typical tasks of the position)

Knowledge of:
Knowledge of principles and practices of technology systems and design, analysis, relational databases, and programming techniques; internal operating system technology, computer operations and hardware, and network communications theory; principles and techniques of software and systems quality assurance and control organizational analysis; modern office procedures, methods, equipment various modern computer languages for business application; applicable software.

Knowledge of:

Knowledge of principles and practices of producing effective project and technical documentation; principles and practices of good teamwork; network operating system and network architecture, configuration, and protocols; client server technologies; database design, structure development, features, operations, programming, and data access principles; project management and work flow analysis; use operating system languages as defined by the area of assignment and perform systems level programming in a distributed, networked environment.

Ability to:

Ability to interface/integrate defined operating system(s) with software and other systems; evaluate existing and proposed systems and recommend upgrades and/or modifications; coordinate meetings effectively and facilitate outcomes; diagnose problems of a more complex nature; work independently and propose solutions to technical problems of the most complex nature.

What Happens Next?
