JOB DESCRIPTION

GENERAL STATEMENT OF DUTIES:

This classification shares responsibility for coordination and supervision of Telecommunications division with the Captain.

As a working Lieutenant, this employee will often be the first contact for citizens who need immediate assistance from police, fire, or emergency medical agencies. Work involves responsibility for receiving calls for assistance, prioritizing those calls, and dispatching using the appropriate procedures. The work also requires ongoing communications support for field units of the public safety agencies.

Works with the Division Captain in the selection and training of all Telecommunication employees; participates in the employee evaluation process; performs a multitude of tasks including but not limited to: direct corrective feedback to Telecommunication employees, process concealed handgun license applications, a variety of LEDS inquiries and entries, and ensures compliance with appropriate policy, procedures and laws.

May work with Division Captain processing Civils, record requests, representing the agency at governmental as well as public functions or meetings, and creating a schedule for Telecommunicators.

Examples of Telecommunications Work
1. Operation of a complex multi-function telephone and radio console requiring visual and
auditory acuity.
2. Operation of a sophisticated computerized network including data entry information, retrieval and monitoring status changes as reflected by the computer system.
3. Correlation of multiple sources of information and organization of that information for clear and concise communication.
4. Maintenance of multiple concurrent tasks or events without confusion.
5. Acquiring necessary emergency call information from citizens who are emotional, frightened,
angry, ill etc. without becoming emotionally involved or agitated with the caller.
6. Frequent opportunities to demonstrate interpersonal skills associated with teamwork, active
listening, public relations, and flexibility.
7. Frequent opportunities to demonstrate cognitive skills including analysis, comparison, priority setting, and re-evaluation based on new information.

SUPERVISION RECEIVED:

Work is performed under the general supervision of the Captain (911 Director).

SUPERVISION EXERCISED:

Direct supervision of dispatchers and office support staff.

DUTIES AND RESPONSIBILITIES INCLUDE ESSENTIAL FUNCTIONS OF POSITIONS ASSIGNED TO THIS CLASSIFICATION. DEPENDING ON ASSIGNMENT, THE EMPLOYEE MAY PERFORM A COMBINATION OF SOME OR ALL OF THE FOLLOWING DUTIES:

SHIFT(s): Full-time 40 hours per week, 12-month probationary period

The Wallowa County 9-1-1 Communications Center operates 24 hours a day, 365 days a year including holidays and weekends.

Telecommunicators work 4 days a week, 10 hours a day. Our Shifts include days, swings and nights. Schedules may rotate every three months according to a seniority shift bidding process and operational needs.

During the training period a trainee can expect to work all shifts (days, swings, and nights) while learning the duties and responsibilities of the position.

MINIMUM EXPERIENCE AND TRAINING:

Seven years of dispatch experience and/or an Intermediate Telecommunications Certification. Five years of progressively responsible work-related experience which includes training, civil activities and supervisory experience OR a satisfactory equivalent combination of experience and training. At the time of hire, must possess an Intermediate Telecommunications certification and Emergency Medical Dispatch certification. Must possess a Field Training and Evaluation Program (FTEP or CTEP) certification or an equivalent certification. Must possess DPSST Advanced Telecommunications Certification within two years, must attend Basic Supervision within five years, and Middle Management within seven years. Must possess a Law Enforcement Data System (LEDS) inquiry/entry certification. Must possess valid First Aid/CPR certification within six months.

OTHER REQUIREMENTS:

Working knowledge of the Criminal Justice Information Services (CJIS) Security requirements. Working knowledge of CAD systems. Knowledge of Oregon Revised Statutes (ORS) pertaining to all areas of 911, Concealed Handgun Licenses, and criminal laws. Knowledge of Oregon Administrative Rules (OARS) pertaining to record retention and any other applicable area.

Ability to secure and maintain a driver’s license valid in the State of Oregon, or an acceptable alternative means of transportation. May be required to drive a County vehicle. Employees authorized to operate a private vehicle on County business are required to carry a valid driver’s license and liability insurance minimums as outlined in ORS 806.070
