Duties

ADDITIONAL INFORMATION: The Special Access Program (SAP) Security Specialist conducts SAP security for the National Geospatial- Intelligence Agency (NGA). The SAP Security Lead is responsible for security guidance and oversight for NGA sites CONUS and OCONUS, including but not limited to: developing and implementing SAP policy, Program Access Request (PAR) review and routing, Joint Access Database Environment (JADE) management, SAP Physical Security Accreditation support, SAP information system account and node request/tracking, and SAP conference support. The incumbent will create a secure environment to facilitate the successful development and execution of Department of Defense SAPs including the creations of NGA SAPs as applicable.

The incumbent will develop and implement the overall security program in accordance with DoDD 5205.7, DoDI 5205.11, DoDM 5205.07 v1-4, and any applicable national, DoD or other security SAP policies and requirements. The incumbent will work closely with the other SAP security and control officers, as well as appointed NGA Program Security Representatives to ensure the integration of SAP and Controlled Access Program (CAP) efforts and will be responsible for security management, to include security, seduction, training, and awareness training and operations.

The incumbent will develop and implement the SAP physical security program and work with the NGA Physical Security Team in the modification of spaces for SAP Facility Accreditation. The incumbent will work with the SAP Central Officer (SAPCO) to manage SAP Facilities. He/she will work with IC/DoD mission partner SAP security officers to facilitate accreditations, site visits, and inspections at non-NGA locations.

The incumbent will develop and implement the SAP personnel security program and initiate and process PARs as required. The SAP Security Specialist will coordinate through OUSD(I&S) SAPCO for PAR processing, and work through NGA's Office of Security, Personnel Security Division, and the Office of Counterintelligence in developing internal SAP specific policies in accordance with DoD SAP guidance. He/she will also work with Contracting Officer Representatives (COR) regarding industrial security to ensure SAP requirements are accurately articulated in DD254s or other contract vehicles.

The SAP Security Specialist will develop and implement high level DoD SAP information technology policy and guidance, and will be a designated customer account manager. The incumbent will assist in the development, review, coordination, and execution of a wide range of SAP security documentation to include, but not limited to:
1. Security Classification Guides
2. Security Test Plans
3. System Security Plans
4. Fixed Facility Checklists
5. Technology Transfer Agreements
6. Program Access Requests
7. Memorandums of Agreement

SPECIAL REQUIREMENTS:
You must be able to obtain and retain a Top Secret security clearance with access to Sensitive Compartmented Information. In addition, you are subject to a Counterintelligence Polygraph examination in order to maintain access to Top Secret information. All employees are subject to a periodic examination on a random basis in order to determine continued eligibility. Refusal to take the examination may result in denial of access to Top Secret information, SAP, and/or unescorted access to SCIFs.

Employees with SCI access and who are under NGA cognizance are required to submit a Security Financial Disclosure Report, SF-714, on an annual basis in order to determine continued eligibility. Failure to comply may negatively impact continued access to Top Secret information, Information Systems, SAP, and/or unescorted access to SCIFs.


NGA utilizes all processes and procedures of the Defense Civilian Intelligence Personnel System (DCIPS). Non-executive NGA employees are assigned to five distinct pay bands based on the type and scope of work performed. The employee's base salary is established within their assigned pay band based on their unique qualifications. A performance pay process is conducted each year to determine a potential base pay salary increase and/or bonus. An employee's annual performance evaluation is a key factor in the performance pay process. Employees on term or temporary appointments are not eligible to apply for internal assignment opportunity notices.

This position is a DCIPS position in the Excepted Service under 10 U.S.C. 1601. DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement. Qualifications

MANDATORY QUALIFICATION CRITERIA: For this particular job, applicants must meet all competencies reflected under the Mandatory Qualification Criteria to include education (if required). 1. Demonstrated Experience and Knowledge analyzing, developing and/or implementing SAP specific policies (i.e. DoDD 5205.7, DoDI 5205.11, DoDM 5205.07 v 1-4, internal SOPs).
2. Demonstrated Experience with SAP Personnel Security: including Program Access Request (PAR)s and/or the Joint Access Database Environment (JADE).
3. Demonstrated experience with proficient communication in writing and presenting SAP security and/or indoctrination briefings to large audiences and/or senior leaders.
4. Demonstrated Experience and Knowledge of SAP physical security accreditations and/or experience supporting SAP compliance inspections.
5. Demonstrated proficiency in overseeing/executing SAP efforts, SAP program establishments, and/or SAP testing

EDUCATION REQUIREMENT: A. Education: Education: Bachelor's degree from an accredited college or university. -OR- B. Combination of Education and Experience: A minimum of 24 semester (36 quarter) hours of coursework in any area listed in option A, plus experience in developing guidance and advising on program security policies, security investigative requirements, and procedures for adverse security determinations, analyzing program security information, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work. As a rule, every 30 semester (45 quarter) hours of college work is equivalent to one year of experience. Candidates should show that their combination of education and experience totals 4 years. -OR- C. Experience: A minimum of 4 years of experience in advising on program security policies, security investigative requirements, and procedures for adverse security determinations, analyzing program security information, or experience in a related area that demonstrates the ability to successfully perform the duties associated with this work.

LICENSES/CERTIFICATIONS AND/OR Trainings: Must obtain DoD Security Fundamentals Professional Certification (SFPC) or Special Programs Security Certification (SPSC) as directed by management. Must complete the Defense Counterintelligence and Security Agency's Special Access Program training as directed by management.

DESIRABLE QUALIFICATION CRITERIA: In addition to the mandatory qualifications, experience in the following is desired:

1. 4-year degree from an accredited college or university
2. Defense Counterintelligence and Security Agency SPeD Certification (SFPC, SPSC).
3. Demonstrated Experience with risk management and/or process improvement principles.
4. Demonstrated Experience in/with one or more of the following positions:
  • Government or Contractor CAP/SAP Security Officer
  • Program Security Officer
  • Special Security Officer
  • CAP/SAP Program Manager
5. Demonstrated Experience in Project/Program .management leadership, process improvement, records management, planning and scheduling, public speaking, and/or briefing development.
