Job Description

Duties

As an IT Specialist (APPSW/SYSADMIN), you will:

  • Provide technical leadership of the OSII Monarch SCADA/EMS.
  • Installs, administers, and tunes OSII Monarch SCADA/EMS software.
  • Designs and develops OSII Monarch SCADA/EMS calculations and displays.
  • Provide technical leadership of the AVEVA (OSISoft) PI data historian project.
  • Installs, administers, and tunes AVEVA (OSIsoft) software.
  • Guides the development and transition of tag naming and PI Asset Framework data structures.
  • Determines best technologies and approach to leverage PI for given business requirements (including data acquisition, visualization, and analytics).
  • Works with SCADA staff to integrate source data from SCADA system into the historian archives.
  • Conducts system testing and performance testing. Leads implementation planning and execution.

You must have experience demonstrating each of the four (4) competencies listed below. The experience must be IT related and may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

  • Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification) as appropriate.

In addition to the above, applicants must meet the following specialized experience requirements:

At the GS-13 level. You resume must indicate that you have one (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialize experience for this position is defined as meeting two (2) of the three (3) experiences listed below.

  • Experience with OSII Monarch SCADA (Supervisory Control and Data Acquisition) systems or other SCADA or process control systems
  • Experience with OSII Monarch Energy Management System (EMS) advanced applications suite such as Automatic Generation and Control (AGC), State Estimator (SE), Contingency Analysis (CA) and Operator Training Simulator (OTS), or other vendors' EMS advanced applications suite
  • Experience with AVEVA (OSISoft) PI (Plant Interface) Historian software or other data historian tools

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
