Job Description

Duties

This is an Excepted Service position. This appointment will not confer Competitive Service career-conditional or career tenure status. This means that if you are selected, you would have to compete with other applicants in open competition to meet requirements for another Federal position, unless you meet the requirements for reinstatement. Applicants who voluntarily convert from the competitive service, Senior Executive Service, or other pay systems to a non-time limited appointment under this excepted service authority are not afforded "fallback rights" to the pay system previously assigned prior to conversion.

As a GS-15 full performance, Supervisory Investigator, you will:

  • Serve as the Division Director for the Insider Threat Division, responsible for leading, managing and oversees the Department of Energy (DOE) operational preparation of the Department's Insider Threat Program.
  • Develop policy for the Insider Threat Program and the CI Evaluations Program. Provides substantive input into program goals, policies, and procedures.
  • Plan work and goals to be accomplished by subordinates in order to establish, promote, and maintain quality insider threat and CI evaluation programs ensuring the result is timely, relevant and responsive to customer needs.
  • Serve as the Insider Threat advisor to the Director IN /Deputy Director of CI and provides timely advice and recommendations to senior management officials on insider threat investigations and improvement of the program.
  • Serve as senior liaison with intelligence and law enforcement agencies on matters of interest and/or responsibility to perceived insider threats, general insider threat trends and patterns, and the development and continuous improvement of the DOE Insider Threat Program.
  • Oversee the preparation of written reports and verbal awareness briefings as well as the collection, analysis, research, coordination, evaluation, validation, and dissemination of Insider Threat information.

  • This position is a Testing Designated Position (TDP) subject to applicant testing and random drug testing.
  • You are required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually (5CFR Part 2634, Subpart I USOGE, 6/08).

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:

  • Experience assisting with the development of policies concerning Insider Threats to evaluate the capability of its program and set goals and priorities for improvement.
  • Experience briefing senior management on inter-agency and intra-agency planning with respect to insider threat information.
  • Experience recognizing intelligence threat to mitigate the risk and protect the organization from potential suspicious threats.
  • Experience interacting with representatives from other offices and National Laboratories and production sites on insider threat.
