Job Description

Duties

The primary duties of this position are:

  • Serves in a developmental capacity performing a variety of technical tasks requiring application of specialized training and fundamental knowledge of the general physical sciences.
  • Applies a range of established hydrologic techniques or procedures. Collects, interprets, and analyzes a range of hydrologic data in support of projects designed by senior scientists.
  • Participates in investigating water quantity and/or quality in adherence policies.
  • Contributes to investigative projects which includes evaluation of data from various sources. Contributes to interpretive studies and hydrologic projects.
  • Uses standard models to conduct typical analyses and simulate hydrologic conditions to inform operations.

Qualifications

To qualify for this position, you must meet the Pathways Recent Graduate Program eligibility requirements and meet the OPM Basic Qualification Requirements for the GS-1315-05/07 position.

Eligibility: Applicants must be recent graduates who have completed, within the previous two years, a qualifying associate, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution. Veterans (as defined in 5 USC 2108) who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above have a full 2-year period of eligibility upon their release or discharge from active duty; however, this eligibility period cannot extend beyond 6 years from the date of completion of the requirements of an academic course of study.

BASIC EDUCATION REQUIREMENT: To be eligible for the position, you must meet the Basic Education Requirement for the Hydrologist, 1315 series listed below:

QUALIFICATIONS FOR GS-1315, HYDROLOGIST:
1. Degree: physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics. Calculus and physics, as described above, are requirements for all grade levels.

2. Combination of education and experience: course work as shown in #1 above, plus appropriate experience or additional education. Acceptable experience must have included performance of scientific functions related to the study of water resources, based on and requiring a professional knowledge of related sciences and the consistent application of basic scientific principles to the solution of theoretical and practical hydrologic problems.

In addition to the basic education requirement noted above:

To qualify for the GS-05 level: Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the specified entry grade.

To qualify for the GS-07 level: Your resume must reflect one year of full time specialized experience equivalent in complexity and difficulty to the GS-05 grade level analyzing hydrologic data OR possess 1 year of graduate-level education OR superior academic achievement.

Superior Academic Achievement: Superior Academic Achievement is based on: 1) class standing, 2) grade-point average, or 3) honor society membership. Specific requirements are: 1) Class Standing: Upper third of graduating class based on completed courses; 2a) Grade Point Average: 3.0 or higher as recorded on official transcript or as computed based on 4 years of education; 2b) based on courses completed during the final full 2 years of curriculum; -OR- 2c) 3.5 or higher based on average of courses completed in the specific major field of study; or 3) Honor Society Membership: Election to membership in a national scholastic honor society listed in the Association of College Honor Societies, Booklet of Information, and/or Baird's Manual of American College Fraternities (membership in a freshman honor society cannot be used to meet the requirements of this provision).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Selective Placement Factor: The selectee must maintain a valid State Driver's License at all times as the position requires operation of government vehicles on government and public roads. Failure to maintain a valid State Driver's License at all times will result in removal from the position.

You must meet all Eligibility and Qualification requirements, including any selective placement factors if applicable, by 06/19/2023.

Education

This position has a mandatory education requirement. You must submit a copy of college transcript(s) (unofficial copy is acceptable) to support claimed education if substituting education for experience. Transcripts must include the name of the college or university and date the degree was conferred. Non-submission will result in being rated not-qualified for the position.

You will be required to provide official college transcripts to verify educational qualifications, if selected. An official transcript must be sent directly from the University's Registrar's office and must be provided from the institution awarding the degree. Academic transcripts certified by notary publics are NOT official. Official transcripts must be submitted prior to reporting to work as a condition of employment. Accreditation: Only education from an accredited college or university recognized by the Department of Education is acceptable to meet education requirements or to substitute for experience, if applicable. Additional information

Probationary Period: You will be required to serve an initial probationary period. Current, permanent Federal employees who are selected from this announcement may be required to serve a probationary period.

Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Current Reclamation policy requires non-supervisory employees to report to the official duty station 2 days every pay-period (2 weeks) and supervisory employees to report to the official duty station 4 days every pay-period (2 weeks). Full time telework or remote work is not available for this position.

Travel: Relocation expenses will not be paid by the Department of Interior. Any travel, transportation and relocation expenses associated with reporting for duty will be the responsibility of the selected Recent Graduate.

Conversion: This is a career development opportunity in the excepted service under the Bureau of Reclamation Recent Graduate Pathways Program. After completion of the required training period, meeting all the requirements of a specialized participant agreement, meeting all of the OPM qualification requirements for the position, and receiving a favorable recommendation from management, the individual selected for this position may be converted to a term, career or career conditional appointment in the competitive service. Promotion: This is a career development opportunity under the Bureau of Reclamation Recent Graduate Pathways Program. This position may be filled at the GS-05 or GS-07 grade level. Promotion is not guaranteed or promised but dependent upon administrative approval and the agency's continuing need for an actual assignment and performance at the higher-level duties. The full performance level of this position is GS-12.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

Category rating and selection procedures will be used to evaluate applications from this announcement.
