This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-08. At the GS-07 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-08. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.

The Secretary (OA) is responsible for carrying out and coordinating all the clerical and day-to-day administrative support activities which are typically required to accomplish the work of the organization. Major duties and responsibilities include but not limited to:

  • Performing secretarial and clerical support work, such as program or office planning, correspondence control, serving as a liaison between administrative services and the Nurse Executive/ADPCS or the Health Systems Specialist
  • Directing contact with officials of the VA Central Office, Regional Office, University of California, San Francisco and local military officials, VSO's, Congressional Offices and community leaders
  • Working with Service Leadership, Chief of Staff's Secretary, Director's Secretary, and Associate Chief Leadership Office Administrative Assistants in providing necessary information to the Nurse Executive/ ADPCS and the Health Systems Specialist
  • Screening calls and visitors to the Executive Leadership Office, primarily as it pertains to business for the Office of the Nurse Executive/ADPCS and the Health Systems Specialist
  • Exercising exclusive control of the Nurse Executive/ADPCS's calendar and the Health Systems Specialist for the Nurse Executive/ADPCS, with complete authority for notifying appropriate staff of needed information and recommendations necessary for the meetings
  • Gathering materials for use in reports, presentations, and speeches; maintaining a file of visual aids for use in the presentations; and making the arrangements for the presentations
  • Accumulating and organizing information for the Office of the Nurse Executive/ADPCS required for evaluating programs and their requirements
  • Reviewing all incoming correspondence for the Nurse Executive/ADPCS and the Health Systems Specialist, determining proper disposition and refers to appropriate staff as necessary
  • Reviewing all documents, forms, proposals and travel requests before submitting them to the Health Systems Specialist or the Nurse Executive/ADPCS
  • Making necessary arrangements for routine and professional staff meetings, which may include coordinating agendas, background information, hotel and travel arrangements, luncheons, speakers, correspondence, and transportation
  • Providing support to Office of the Nurse Executive/ ADPCS for key committee and staff meetings
  • Arranging events, planning conferences and meetings to include obtaining a venue while ensuring that the venue meets the needs of the event, conference and/or meeting and follows all VA guidelines
  • Ensuring maintenance of timecards and personnel records for assigned staff, as well as necessary performance records for those under the supervision of the Nurse Executive/ADPCS and the Health Systems Specialist
  • Entering and tracking work orders and requisitions all necessary supplies and office equipment
  • Coordinating monthly Nurse Executive/ADPCS's Administrative Operations Council, working closely with the Nurse Executive/ADPCS to identify agenda items and preparing for the meetings in advance
  • Operating office equipment, including all PC based (MS Office) computer programs, LCD projector, laptop computer, typewriter, calculator, copying machine, fax machine, printers, and dictation. Equipment
  • Performing the duties of Automatic Database Processing Coordinator (ADPAC) for the Office of the Nurse Executive/ADPCS
  • Working closely with the Secretary to the Chief of Staff, Secretary to the Associate Director and the Secretary to the Director, providing coverage in his/her absence and assisting the Chief of Staff, Associate Director and/or Directo
  • Serving as a back-up timekeeper to Services that fall under the Office of the Chief of Staff, Associate Director and/or Director
  • Serving as a backup for the maintenance of the suspense tracking system, which assigns action to services and staff for needed responses to the Network, VA Central Office, Congressional inquiries, and other interested stakeholders/parties
  • Completing special projects at the direction of the Nurse Executive/ADPCS as needed.
Work Schedule: Monday to Friday; 08:00 a.m. to 04:30 p.m.

Qualifications

Minimum Requirement: The following are minimum requirements for appointment as a Secretary (OA) in the Veterans Health Administration (VHA). One of the following minimum requirement criteria must be met to be qualified for this position.
  • Specialized Experience (GS-07):You must have one (1) year of specialized experience that equipped you with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (i.e., GS-06). Qualifying examples of specialized experience would typically include but are not limited to: providing a full range of clerical and/or administrative support for a program; reviewing documents for spelling, punctuation and grammar to identify and correct grammatical errors; maintaining filing system and various references and handbooks; answering the telephone and greeting visitors in an office with high visibility. (CLEAR DETAILS OF EXPERIENCE REQUIRED: Your resume must show complete information for each job entry, such as beginning and ending dates of employment, duties performed, and/or total hours worked per week.)

TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience and/or education requirements, you must be able to type at least 40 words per minute.

Physical Requirements: The work is sedentary. It occasionally requires carrying of light objects such as files, books and papers; some walking, standing and bending. No special physical qualifications are required.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
