In order to qualify for the Program Analyst position, you must meet the following minimum qualifications:
FOR THE GS-9 LEVEL:Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-7 grade level in the Federal service, performing the following duties:
- Providing analytical reviews and analyses for designated training needs of the agency;
- Providing program management and administrative support to assigned programs for an organization; AND
- Offering recommendations for the planning and development of program objectives for new/expanded programs and missions. (Your resume must CLEARLY demonstrate this experience)
-OR-Education: Applicants must have successfully completed a master's or equivalent graduate degree,
or 2 full academic years of progressively higher-level graduate education leading to a master's or equivalent graduate degree in business, statistics, or other directly related field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
NOTE: Applicants must submit a copy of their transcripts for verification.-OR-Combination: Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education in excess of one year, i.e., 18 semester hours, may be combined with experience under this provision.)
NOTE: Applicants must submit a copy of their transcripts for verification.FOR THE GS-11 LEVEL:Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-9 grade level in the Federal service, performing the following duties:
- Providing consultations and troubleshooting overall training needs of the agency;
- Analyzing current or projected operating programs to evaluate effectiveness in meeting organizational goals and objectives; AND
- Providing recommendations for the planning and development of program objectives for new/expanded programs and missions. (Your resume must CLEARLY demonstrate this experience)
-OR-Education: Applicants must have successfully completed a Ph.D. or equivalent doctoral degree,
or 3 full years of progressively higher level graduate education leading to such a degree, in business, statistics, or other directly related field that demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
NOTE: Applicants must submit a copy of their transcripts for verification.-OR-Combination: Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. - Providing advice on matters pertaining to workforce development objectives;
- Conducting studies to develop and implement workforce initiatives, identifying skills imbalances and methods for addressing/resolving issues; AND
- Developing procedures, criteria and standards for training and education of program staff and community partners on program policies and procedures. (Your resume must CLEARLY demonstrate this experience)
