About SOLS:

Across Solicitor's Office and Legal Services (SOLS) we provide legal services to the whole of HMRC. This includes:

  • The conduct of independent reviews of decisions made by HMRC which are requested by customers under the legislative provisions.
  • The conduct of tribunal and civil litigation on a full range of services.
  • Work on new legislation.
  • Drafting of statutory instruments and other legal documents.
  • Legal advice to ExCom and staff.

We also provide technical accountancy and forensic services to HMRC, are head of the Compliance Accountants’ and Insolvency Professions as well as handling Ministerial Correspondence and Freedom of Information requests for HMRC.

This Team Specifically deals with-

The work is both high volume and high paced and the post holder will be required to drive forward improvements in the quality of reviews working collaboratively with a range of key stakeholders both within and outside SOLS.

This is a Tax Professional role and applicants will need to successfully complete a structured learning course and assessments for posts to be made substantive.

Job description

  • Reviewing appealable decisions to ensure they are suitable for litigation in accordance with the Litigation and Settlements Strategy
  • Preparing clear recommendations for countersigning, using a structured review template, setting out points of issue
  • Liaising with customers by phone and written communication to ensure a clear understanding of their arguments before reaching a conclusion
  • Preparation of comprehensive letters to a high standard setting out all relevant law and review conclusions based on a range of regimes, liability decisions and associated penalties
  • Liaising with key stakeholders to ensure decisions are defended in accordance with HMRC policy and tax law. Addressing all relevant arguments, evidence, case law (Identifying what statue and case law is applicable), costs and consideration of Alternative Dispute Resolution
  • Accurate and timely maintenance of Case Management Systems, ensuring all customer data is effectively safeguarded in accordance with GDPR
  • Working closely with colleagues and management locally and nationally to meet performance standards, key targets, and help improve our processes, sometimes through participation in project work
  • Manage individual caseload to meet statutory deadlines
  • Review Officers provide technical advice and assistance to customers and colleagues, supporting the delivery of Strategic Objectives
  • Review Officer will be expected to develop a high level of knowledge, skills and understanding and work as part of an integrated customer-facing team but may also be asked to support colleagues in other parts of Reviews & Litigation and the wider HMRC

We are looking for:

  • Good team working skills and be able to adopt a flexible approach to help achieve business results, which include statutory targets
  • Good time management and planning skills to manage your portfolio of work with the minimum of supervision to meet tight timescales/pre-set deadlines
  • Excellent written and verbal communication skills
  • Experience of using, analysing and interpreting complex information to make informed decisions, presenting them in a persuasive manner
  • Experience in managing multiple concurrent tasks
  • Experience of positively collaborating with and influencing key stakeholders

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

The Behaviours and Strengths element of the framework will be tested at interview.

Your application will include:

  • A CV, to include job history, experience and transferrable skills over the last 5 years. Please include key achievements and responsibilities, limited to 100 words per job role.
  • A 500-word Personal Statement to include what experience and transferable skills the candidate can bring to the role outlined in the job description/person specification. Please relate skills directly to the requirements of the role.
  • A 250-word behaviour statement on Making Effective Decisions.
  • A 250-word statement on how you meet the Desirable Criteria.

Selection will be by sift and (if required) interview.

A preliminary sift will be done on the CV and only candidates meeting the criteria will progress to full sift.

Those applications progressing to a full sift will be assessed on the Personal Statement and Behaviour Making Effective Decisions.

The Desirable Criteria will not be included in the routine sifting/assessment of your application but could be used in the event of a tie break.

We reserve the right to raise the score required at any stage of the process in order to manage numbers.

When writing your 250-word Behaviour Statement one approach that may help you is the STAR format to best demonstrate: the situation faced, the task, your actions and what result you’d expect/were achieved.

Interviews will be held online via TEAMs.

The interview process will include Experience, Behaviours (Making Effective Decisions, Delivering at Pace and Communicating and Influencing) and Strengths based questions.
