Job summary

Recruitment is the Insolvency Service’s current number one priority. Recently a new centralised recruitment team has formed. We are looking for an enthusiastic manager to join the team who will play a vital role in supporting the delivery of the Insolvency Service's recruitment needs.

The team are responsible for identifying, planning and fulfilling the Insolvency Service’s resource requirements to ensure that we have the right people with the right skills, at the right time.

We are working to improve the service experience for candidates and vacancy managers, the time we take to hire new employees, and to increase the diversity of our candidate pool.

As a recruitment campaign manager, your goal will be to attract a diverse range of good quality candidates to work for the Insolvency Service through a positive candidate experience.

Job description

As a recruitment manager, your goal will be to a attract a diverse range of good quality candidates to work for the Insolvency Service through a positive experience.

You will manage a team of Recruitment Officers who will support the Agency on all recruitment matters to deliver recruitment solutions that meet the requirements of the organisation, which enables an evolving and adaptable workforce.

The Insolvency Service currently has a hybrid working policy. Employees are expected to attend the office an average of 40% of their working hours.

Responsibilities

  • You will manage a team of 4 Administrative Officers as part of the centralised recruitment team.
  • Assist in the management of the end-to-end recruitment process, including the creation and publication of job adverts, liaising with vacancy managers and external stakeholders.
  • Provide guidance on recruitment approvals route, working with vacancy holders and the design authority to ensure appropriate governance is maintained for all types of vacancy.
  • Ensure all guidance on recruitment and resourcing is updated in line with changes to Civil Service Commissioners’ recruitment principles and Constitutional Reform and Governance Act 2010, managing these as appropriate.
  • Build and maintain great working relationships with key stakeholders at all levels of the organisation.
  • Monitoring, collating and distribution of recruitment data, such as Management Information and monthly forecasting.
  • Occasional travel will be required to attend team meetings and present at other office locations and hubs.

Person specification

To be successful in this role you will need to be able to demonstrate the following:

  • The ability to plan and prioritise your own workload and the work of your team, including the management of multiple workstreams at a time.
  • Communicating verbally and in writing effectively, understanding the needs of colleagues and different customers.
  • Experience of maintaining accurate databases and producing information reports, preferably recruitment or HR systems.
  • The ability to act as a positive role model by motivating and leading others.
  • The ability to work and deliver to set timescales and deadlines.

Desirable:

  • Experience of working in a recruitment or HR environment.
  • Knowledge of diversity and inclusion principles and their application to recruitment.

Selection process details

This vacancy is using Success Profiles (opens in a new window), and will assess your Behaviours, Strengths and Experience.

As part of the selection process you will be asked to complete a personal statement. Your personal statement should be no more than 500 words and should explain how you consider your skills and experience provide evidence of your suitability for the role. Please ensure you keep in mind the criteria set out in the person specification when completing your personal statement.

You are also requested to provide 250 word statements for the requested Behaviours.

Should a large number of applications be received, an initial sift may be conducted using the Personal Statement. Candidates who pass the initial sift may be progressed to a full sift, or progressed straight to assessment/interview.

Transforming Workplaces

The Insolvency Service is currently delivering an exciting five-year transformation project that started in April 2022 which will define our future direction supporting a gradual migration to a Regional Centre model combined with smarter ways of working. As part of this, transforming our estate will align us with the government modernisation programmes making The Insolvency Service a great place to work.

We are letting you know about our future plans because if you are joining the Insolvency Service and are recruited into an office over the next five years that is not one of the Regional Centres, you will be expected to move to one of the Regional Centres in the future. This move would not attract financial assistance.

The 11 Regional Centres are : Birmingham, Cardiff, Croydon, Edinburgh, Exeter, Ipswich, Leeds, Manchester, Newcastle, Nottingham and Stratford.

Hybrid Working

Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.

Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 40% in the workplace, which includes the office, site visits, court etc.
