Disclosure Scotland (DS) is an Executive Agency of the Scottish Government, operating on behalf of the Scottish Ministers, to perform an important safeguarding role for the people of Scotland. The work of DS directly supports the Scottish Government’s National Outcomes for Children and Young People, Economy, Fair Work and Business, Communities and Human Rights. To contribute to these, DS is responsible for two primary services, managing and delivering the Protecting Vulnerable Groups (PVG) Scheme and processing applications for disclosure certificates which enable safer recruitment decisions to be made by employers. The Role
We are looking for an experienced Finance Analyst to help drive continuous improvement in our reporting processes. This is an new and challenging role that requires a proactive and adaptable approach to the work. The successful candidate will report to the Head of Strategic Finance and will need to build effective relationships with others across the wider Finance, Corporate, Operational and Digital functions, providing information and analysis as required.
Responsibilities:
- Be a self-starter with strong organisational skills, flexible, driven and a proven ability to plan and manage competing priorities.
- Have good attention to detail and be able to interpret and explain complex data in a way that is easily understood by non-finance colleagues
- Will have a strong finance background with a good understanding of finance management and control activities
- Work closely with stakeholders to support the development, analysis and modelling of financial information.
- Collect, organise, analyse and report on significant amounts of financial data from multiple sources and deliver the data clearly and in a timely manner to senior managers and decision makers.
- Look for new ways to use the financial data and associated tools to deliver analysis faster and more effectively.
- Develop and review key programme and project documents, such as the financial case and programme finance reporting documentation, and monitor changing financial requirements of programmes and projects.
- Work with policy and delivery teams to support financial consideration of a wide range of policies, working collaboratively and in a cross-cutting way within departments and more widely.

Essential Criteria & Qualifications:
1. Strong understanding of financial management processes and controls.
2. Excellent excel skills with proven experience of providing intelligent analysis from large, complex data sets, and presenting outputs in a clear/innovative way.
3. Strong experience in data visualisation, presenting data in an easy-to-understand way for financial/non-financial users.
4. Experience of implementing or improving financial processes.
